PTO is fairly convoluted, but generous - *depending on when you were hired and your position.*
If you were hired prior to April 1, 2014, you earn three weeks of PTO per year for your first four years, increasing to four weeks a year until your 8th year with the company, finally increasing to five weeks per year. If you were hired AFTER April 1, 2014, you accrue two weeks per year up to your fourth year, followed by three weeks and finally four weeks.
If you are an hourly employee, you may carry over up to 40 hours annually. If you are salaried, you may only carry over 20 hours. (unless otherwise mandated by state laws of course) You are NOT reimbursed for unused PTO unless you leave the company and have a remaining balance.

Quantity you earn is OK. You get a volunteer day too. Problem is that you lose some of the time if you don't use it. Ok, we should use it. But company staffs to minimum levels. That means many are already overworked, and if someone is out, that gets worse. Customers expect the same service level of course, but with no staffing to cover folks out on PTO there are issues. Many work extra before and after their PTO (and during) without pay. So you take it, but work it. That is a pervasive and big problem.
