Only reason I wouldn't rank it higher is that the plan that is right below the top (Gold) plan is a significant drop-off in-terms of coverage and costs.

Getting eligible is the trick...make sure the project is long enough for you to qualify. Plus, if you think you are covered, best to double check before going for any services lest you foot the bill and all those debt collecting agencies harass you about it.
