The key to this question is to factor in population density- aka you need to imagine the number of buildings and potential circulation routes. The most difficult boroughs would be Brooklyn and probably the Bronx, they have around the same population as Manhattan but no where near the density (there are no high-rises). From here you imporvise numbers ;)
