Interviewer was probably looking for problem solving skills. A better answer would be to estimate and explain how you made the estimation: 3 floors, about 20 offices long with 1 window in each office, etc. If you answer "I don't know" then you should follow with an explanation of steps you would take to find out.

They were probably making sure you didn't have a plan to figure it out for yourself, and would just believe what they said. They don't like people who have their own ideas or think for themselves.
They only want soldiers who will blindly follow orders without pointing out that they are wrong.
"I don't know, how many are there?" would have been a perfect answer.
