Belonging is a matter of mutual trust. People must trust others to be good people and treat them accordingly, then learn the person from there. Starting with a positive and welcoming base is the best way to go. Of course, as I have been told when discussing this before, if a party's default is mistrust, we must still approach this with an attempt to understand rather than meeting fear with hostility.
