This was one of they hypothetical non-standard questions. It's fairly open, but I asked probing questions regarding why was this city being built, was it built for people or animals, the reasoning behind a migration to the location of this city, logistics, infrastructure, population size, etc. The actual answer is fairly long but the main point of this question is to understand how one would frame a problem/work towards an understanding and proposal for a few reasonable solutions.
