The best way to get into the UC System is through their TES (Temp. Employment Services). Once in you have a better shot at a career position. It took over 24 applications while temping to get an interview. The whole process takes time -

Interview
I was called for an interview a few days after the job posting closed. You interview with a panel of three people and they as many behavioral questions. I believe that they already have someone internal they want to hire and just interview out side applicants per policy.
