Overview
IvoryCloud is seeking a Senior Product Manager to lead product vision, backlog prioritization, and stakeholder alignment for a mission-critical federal enterprise system supporting Combatant Commands, Military Departments, Implementing Agencies, Security Cooperation Officers, and international partner nations. This role carries single-point ownership of the prioritized delivery backlog, Community of Interest (COI) / Key User Community (KUC) facilitation, and quantitative delivery prioritization. The ideal candidate brings deep federal product management experience, demonstrated success governing competing stakeholder priorities in high-visibility programs, and the disciplined product judgment required to evolve a complex mission system without disrupting operations.
Requirements
· U.S. Citizenship: Required, Non-negotiable. (This differs from eligibility to work in the U.S.)
· Clearance: Active Secret clearance required.
· Minimum Years Experience: 12 years of product management, technical program management, or Agile delivery leadership experience, including a minimum of 5 years supporting U.S. federal customers and 3 years leading product or backlog ownership on enterprise-scale mission systems.
· Location: Arlington, Virginia / National Capital Region; hybrid schedule with regular on-site presence at DSCA Headquarters (Arlington, VA) and IvoryCloud Headquarters (Rockville, MD). Must reside within commuting distance of the NCR and be able to report on-site within three hours of request.
· Demonstrated experience leading product management on a federal Agile program (Scrum, SAFe, or Kanban) at scale, including written quantitative prioritization frameworks.
· Exceptional oral and written communication skills, including the ability to facilitate stakeholder governance meetings, present roadmaps to senior government leadership, and translate competing requirements into mission-aligned backlog priorities.
· Demonstrated ability to meet deadlines, perform under high-visibility scrutiny, and maintain composure when arbitrating between competing stakeholder priorities.
· Direct experience supporting a Department of Defense or Department of State customer in an enterprise application environment for defense security cooperation, Foreign Military Sales (FMS), or a comparable mission domain strongly preferred.
Education
· Bachelor's degree in Business, Information Systems, Computer Science, Engineering, Public Policy, or a related discipline. Master's degree (MBA, MS, or equivalent) preferred.
· Equivalent professional experience may be considered in lieu of formal degree on a case-by-case basis.
Certifications
· Desired certifications include:
o Certified Scrum Product Owner (CSPO) or equivalent (or within six months of hire)
o SAFe Product Owner / Product Manager (POPM)
o Project Management Professional (PMP)
o Pragmatic Marketing Certified (PMC)
o ITIL Foundation

Job Description
· Serve as the single point of product accountability for the program, owning the product vision, multi-quarter roadmap, prioritized backlog, and stakeholder alignment.
· Facilitate Community of Interest (COI) and Key User Community (KUC) engagement sessions with Combatant Commands, Military Departments, Implementing Agencies, Security Cooperation Officers, and partner-nation representatives to elicit, validate, and prioritize requirements.
· Operate a quantitative feature prioritization framework to score features against weighted criteria including strategic value, customer satisfaction, performance and security, level of effort, complexity, and risk - producing a defensible, mission-aligned delivery sequence.
· Translate audit-driven non-functional requirements into prioritized backlog items advancing the program's financial audit remediation mandate.
· Govern the dual-track Agile cadence, allocating sprint capacity transparently between O&M sustainment work and new feature development, with a standing audit-remediation lane reserved within new-feature capacity.
· Author and maintain epics, features, and user stories in the approved project management platform; ensure full traceability from approved requirements to test cases, acceptance criteria, and delivered functionality.
· Facilitate sprint planning, backlog refinement, sprint review, and quarterly Program Increment (PI) Planning ceremonies with the Government Product Owner, the delivery team, and named partner-agency representatives.
· Co-chair the program Change Control Board (CCB) with the Government Product Owner, integrating mission stakeholders, cybersecurity, and the ISSO so that no change advances without documented government approval and an audit-evidence trail.
· Produce a recurring program mission value report, tying delivered features to strategic goals, mission outcomes, audit-finding remediation, and end-user impact, for use by the COR, Government Product Owner, and agency leadership in Congressional and oversight engagements.
· Operate a metrics-based delivery management framework, surfacing key indicators including sprint velocity, escaped defects, automated test coverage, change failure rate, mean time to restore, requirements traceability compliance, and standing audit-readiness indicators in recurring status reporting.
· Govern human-centered design integration into the product lifecycle, ensuring the UI/UX Designer's Discover-Design-Deliver outputs feed directly into backlog prioritization and that Section 508 / WCAG 2.1 AA compliance is treated as a first-class product property.
· Partner with the Platform / DevSecOps Lead to ensure CI/CD pipeline artifacts are maintained as standing audit evidence for independent audit review cycles.
· Collaborate with the Backend Engineering Lead and Data Engineer to maintain data completeness standards, interface mapping documentation, and enterprise data feed readiness for financial audit transaction traceability.
· Serve as the primary product-facing interface to the Contracting Officer's Representative (COR), the Government Product Owner, the agency's Information Management & Technology organization, and named partner-nation representatives.
· Lead release planning, manage scope boundaries, and arbitrate scope-versus-schedule trade-offs with the Government in a transparent, evidence-based manner; maintain release notes and adoption-readiness artifacts for every production release.
· Maintain a continuously refreshed product risk register tracking technical, operational, schedule, cybersecurity, and audit-related risks with documented mitigation owners, target close dates, and current status visible via shared project management dashboards.
· Ensure team adherence to established CMMI Level 3 DEV and SVC appraised processes for requirements management, configuration management, measurement and analysis, decision analysis and resolution, and process and product quality assurance.
· Represent the program in governance board meetings, Technical Interchange Meetings, and joint cross-agency working groups, providing product feasibility assessments, capability roadmap input, and cross-stakeholder mediation.
· Mentor Business Analysts and supporting product staff; support recruiting, onboarding, and professional development of the broader product team.
· Research and evaluate emerging product management practices, AI-assisted requirements triage tooling, and federal product governance innovations - recommending pragmatic adoption only where direct user value or audit-evidence improvement is demonstrable.
Preferred Qualifications
· Demonstrated experience operating product management within a CMMI Level 3 or higher appraised Agile delivery organization across both NIPR and SIPR environments.
· Direct experience with defense security cooperation, Foreign Military Sales (FMS), or Title 22 authorities, including familiarity with enterprise systems serving the security cooperation community.
· Experience integrating product backlogs with audit-remediation workflows (RMF, POA&M, independent audit reviews) and translating financial-audit findings into engineered system changes.
· Familiarity with DOW enterprise data ecosystems and cross-domain transfer infrastructure.
· Track record of authoring product or roadmap artifacts used by government sponsors in Congressional engagements, GAO inquiries, Inspector General audits, or comparable oversight contexts.
