Overview

The GIS Solution Engineer / Developer is the primary hands-on technical contributor throughout the full base period of performance. This individual implements the approved GIS architecture in pre-production and production environments, develops the geocoding and graph data pipelines, builds the GIS dashboard and web-GIS applications, and produces all technical deliverables and documentation under the oversight of the Senior GIS Solution Engineer / GIS Architect.

Key Responsibilities

• Implement the approved enterprise GIS architecture in OIG's AWS pre-production environment, configuring all Esri and AWS components per the approved architecture specification.
• Perform structured testing of all implemented components using a representative sample of OIG FEHBP production data; document test results for COR review.
• Execute production migration of the approved and tested architecture.
• Develop the geocoding process (script or tool) for automated geocoding of monthly FEHBP claim data and batch processing of existing warehouse records following COR approval.
• Develop the graph data creation process (script or tool) for automated extraction of entities and relationships from FEHBP data and loading into the approved graph database.
• Develop the GIS dashboard and Web-GIS application on the ArcGIS Enterprise web application framework incorporating approved OIG requirements.
• Develop the web-based graph data dashboard and link analysis application.
• Produce all required technical documentation: as-built architecture, geocoding tool, graph data tool, and application documentation.
• Implement Section 508 / WCAG 2.1 AA accessibility standards in all web application deliverables.

Required Qualifications

• Minimum 5 years of GIS development and implementation experience with Esri platform components.
• Hands-on experience deploying and configuring ArcGIS Enterprise in AWS cloud environments.
• Proficiency in Python for geospatial data processing, ETL scripting, and automation.
• Proficiency in JavaScript for web GIS application development (ArcGIS JavaScript API or ArcGIS Experience Builder).
• Experience with AWS services relevant to GIS: EC2, RDS/Aurora, Redshift integration, IAM, VPC, S3.
• Experience developing automated geocoding pipelines using AWS Location Service, Esri geoprocessing tools, or equivalent.
• Experience writing DevSecOps CI/CD pipelines (Jenkins, GitLab CI/CD, or equivalent) with static analysis integration.
• Ability to obtain a Public Trust / Moderate Background Investigation clearance and OPM PIV credential.
• Must be a U.S. Citizen or Permanent Resident eligible to undergo a federal background investigation.

Preferred Qualifications

• Experience with graph database query and data loading (Gremlin, SPARQL, or Cypher) for Amazon Neptune, ArcGIS Knowledge Graph, or comparable platforms.
• Experience developing Section 508-compliant GIS web applications.
• Experience with Terraform or AWS CloudFormation for Infrastructure as Code.
• Esri Developer certification or completion of Esri web application development training.
• Experience in federal health IT environments handling HIPAA-protected or CUI data.
• CMMI Level III development experience or familiarity with CMMI-aligned quality processes.
• Familiarity with Databricks for high-volume geospatial batch processing.

Education & Certifications

• Bachelor's degree in computer science, GIS, information systems, geography, or a related field required.
• Esri Developer certification preferred.
• AWS certifications (Developer or Solutions Architect) preferred.

Pay: $40.00 - $65.00 per hour
