What You Will Do – Essential Duties and Responsibilities:
Employee, under the supervision of the Human Capital Management Administrator 1/Human Resources Director, is responsible for the planning and coordinating of recruitment functions for professional and paraprofessional staff in assigned areas; assisting with all Agency job audits; and provides assistance to the Human Capital Management Administrator 1/Human Resources Director in meeting personnel objectives.
- Plans, coordinates and implements the recruitment process for Agency positions in administrative, professional, paraprofessional and support classifications.
- Initiates and maintains personal contacts with professors and placement officers at colleges for recruitment of qualified applicants, especially with schools in Central Ohio and minority institutions; represents the Agency at job fairs; contacts business schools, job placement offices, community organizations, colleges, universities, and career service offices; plans and attends job fairs;
- Collaborates with Communications Division to prepare recruitment materials and announcements as needed;
- Schedules, coordinates, facilitates and conducts community informational meetings that will aid in the hiring of new Agency staff.
- Reviews and screens resume/applications; conducts initial employment interviews and makes recommendations to appropriate supervisor/directors; checks employment references; coordinates background investigations; administers and scores clerical tests.
- Provides guidance, assistance, and support to Agency directors, managers, and supervisors regarding contract and Employee Handbook questions, and questions related to civil service laws and rules.
- Answers questions regarding salary, benefits, job qualifications, agency policies and procedures;
- Conducts exit interviews;
- Assists with reclassifications of positions and job audits;
- Assists with writing position descriptions.
- Prepares reports, letters, memos, attends meetings, etc. as requested.
- Regularly attends department meetings and maintains consistent contact with Agency department heads, supervisors and hiring manages to determine specific duties of position for recruitment purposes;
- Contacts appropriate outside agencies, such as Department of Administrative Services, for consultation purposes.
- Counsels and advises staff on personnel related matters.
- Participates in New Employee Orientation Programs and Agency trainings by explaining information on the Human Resources Department and Employee Handbook. Attends agency trainings as required and appropriate;
- Leads Human Resources initiatives that support the Agency strategic plan.
- Performs other related duties as assigned.

What you bring to the role (Minimum Qualifications):
- Completion of undergraduate core program or coursework in public administration or management & human resources
- OR 2 years' experience in human resources
- OR 1 year as Human Capital Management Associate, 64611 or equivalent of minimum class qualification for employment noted above.
What we hope you bring to the role (Preferred Qualifications:
- Completion of master's degree with coursework in personnel administration, organizational planning or human resource management;
- Several years relevant public sector work experience with knowledge and skill in interviewing;
- OR completion of bachelor's degree in personnel administration, organizational planning or human resource management plus considerable relevant public sector experience in areas such as interviewing, job classification, Civil Service Laws, etc.
- Recruitment in union environment preferred.
- Regular attendance, as governed by and in accordance with applicable rules, regulations, procedures and laws, is regarded as an essential requirement of this classification.
Certifications or Licensure:
- SHRM-SCP or SPHR certification highly preferred.
- Must have a valid Ohio Driver’s License with automobile insurance that complies with Franklin County Children Services agency policy.
