B3 Enterprises is seeking a highly qualified Federal Construction Project Manager to support a National Capital Region Multiple Award Task Order Contract (NCR MATOC) proposal. This is a contingent key personnel position. Employment is contingent upon contract award, and the selected candidate must be willing to sign a contingent employment commitment letter for inclusion with B3’s proposal.
The Project Manager will serve as a key member of B3’s federal construction management team and will be responsible for overseeing multiple construction, repair, renovation, facility maintenance, and design-build/design-bid-build task orders across the National Capital Region. The selected candidate must have strong experience managing federal construction projects, coordinating engineering/design activities prior to construction, overseeing subcontractors, managing schedules and budgets, and serving as the primary interface with government representatives.
Required Qualifications:
- Accredited bachelor’s degree in engineering, architecture, construction management, or a related civil, structural, mechanical, or electrical field.
- Minimum of 10 years of experience managing multiple construction projects that include engineering design prior to construction, facility repair, renovation, or maintenance.
- Experience managing construction projects with individual project values of at least $1 million.
- Experience managing an annual construction project portfolio of at least $7.5 million.
- OSHA 30 Construction certification.
- Demonstrated experience with federal construction contracts, preferably USACE, NAVFAC, GSA, DoD, or other federal facility customers.
- Strong experience managing subcontractors, schedules, RFIs, submittals, change orders, quality control coordination, safety coordination, customer communication, and task order execution.
- Ability to become a B3 Enterprises employee upon contract award.
Alternate Qualification Path:
Candidates may also qualify with experience as a Deputy Project Manager, Assistant Project Manager, or higher, plus an accredited associate degree in engineering, architecture, construction management, or a related civil, structural, mechanical, or electrical field, and at least 15 years of qualifying construction project management experience.
Preferred Qualifications:
- Prior MATOC, IDIQ, SABER, JOC, USACE, NAVFAC, GSA, or federal task order construction experience.
- Experience managing concurrent projects in occupied federal facilities.
- Experience with design-build, preconstruction coordination, construction sequencing, and facility repair/maintenance scopes.
- Experience in the Washington, DC, Maryland, Virginia, or National Capital Region federal construction market.
- Strong executive communication skills and ability to support proposal resume development quickly.
Compensation:
$135,000 to $175,000 per year, contingent upon award, qualifications, final role scope, and start date.

This is a contingent hire position for a federal proposal. The selected candidate must be willing to provide a resume, degree documentation, OSHA 30 certificate, project history with contract values, and a signed contingent employment commitment letter. Employment will begin only if B3 Enterprises receives contract award and the position is activated.
Pay: $105,000.00 - $125,000.00 per year
