Strategic Financial Planning Analyst II Overview
The Strategic Financial Planning Analyst II supports the district's long-term success by assisting with the strategic financial planning and budgeting processes; strategic and financial modeling, forecasting and analysis; and Business Intelligence (BI) tools for monitoring and reporting. The primary goal is to assist in providing valuable information, tools, and recommendations to help executive management develop and maintain effective long-term budget and forecast strategies, leveraging district assets and optimizing opportunities to help the District to achieve its strategic goals.

Strategic Financial Planning Analyst II Responsibilities

• Identifies, analyzes, and monitors issues that affect strategic and financial planning: Participate, support and occasionally lead district-wide cross-functional teams to recommend, guide, and continuously review clearly defined Board strategic financial policies and guiding principles. Identify opportunities and support, and occasionally lead, district-wide process improvement efforts to enhance the efficiency and effectiveness of the financial planning and budgeting cycle, while increasing the informative value of the content provided to senior management. Apply economic and financial principles to identify and diagnose issues and risks that can be further analyzed and communicated to executives, board members, and district staff. Utilize industry expertise to identify and diagnose issues regarding financial, risk, and strategic impacts of alternative actions to support and guide strategic financial decision making. Support and occasionally lead the development of management supported financial targets and aid in establishing industry benchmarks to be used in budgeting, planning, forecasting and performance management reporting.
• Provide strategic and financial planning support: Support the district strategic financial and business planning cycle, budgeting and balanced scorecard processes through knowledge of performance management methodologies. Support District cross functional team(s) in developing cost of service analysis and creating rate design methodologies. Promote fiscal responsibilities by supporting sound financial and strategic planning analysis and advice.
• Identifies, analyzes, and monitors issues that affect profitability, growth, and productivity: Provide mid to high level analysis of major long-term district initiatives to support of the fiscal growth of the district. Support, and occasionally develop, enhance, and operate various predictive economic and financial models, such as End-use load Forecast Models, Hydro Optimization Models, Financial Models, Volatility Models. Stay current with financial news and trends in the power industry. Provide timely information based on a thorough understanding of district’s budget module, ERP, performance management, and capital management systems to support financial accuracy, accountability and justification. Through thorough utility and industry knowledge support financial knowledge at all organizational levels through occasional to frequent contact with executives, board members, and district personal. Utilize strong computer application knowledge and moderate to advanced database and data warehouse design to support the long-term goals of the district. Provide moderate to advanced analytic, system-wide, financial and economic process flow to Enterprise Risk Management.
• Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Education

• Bachelor's Degree in Finance, Business, Accounting, Mathematics, Economics or closely related field from four-year college or university; or equivalent combination of education, experience is required.
• Certified Public Accountant (CPA) or Chartered Financial Analyst (CFA) preferred.

Strategic Financial Planning Analyst II Experience

• 3+ years of related experience in financial analysis, accounting or economic analysis required. and
• Utility experience, BI administration, and/or information technology experience is preferred.

The position plays a critical role in assessing tradeoffs and identifying downstream impacts related to rates, affordability, and overall financial sustainability.

The Strategic Financial Planning Analyst Senior provides critical strategic financial planning and budget support to ensure the district's long-term success. This includes managing the strategic financial planning budget process, conducting strategic and financial modeling, forecasting, and analysis, and utilizing Business intelligence (BI) tools for monitoring and reporting. The overall goal for this position is to provide executive management with the necessary information, tools and recommendations necessary to develop and maintain effective long-term financial strategies, leveraging district assets and optimize opportunities to best position the District to achieve its strategic goals.

Strategic Financial Planning Analyst Senior Responsibilities

• Identify, analyze, and monitor issues impacting the strategic financial planning and budget processes. Lead and support district-wide cross-functional teams to recommend, guide and establish clear (and on-going) Board strategic financial policies and guiding principles. Leverage advanced economic, budget, financial principles, and broad-based industry expertise to identify, analyze and diagnose risks and make recommendations regarding financial, budget, and strategic impacts to support and guide strategic financial and budget decision making. Utilize advanced financial expertise to lead the development of management supported budget and financial targets and establish industry benchmarks to use in budgeting, planning, forecasting and performance management reporting. Identify and apply opportunities and lead district-wide process improvement efforts to enhance the efficiency and effectiveness of the budget planning cycle and informative value of the content provided to senior management. Serve as subject matter expert for budget systems and facilitate functional testing for fixes, updates and new features related to the budget module. Troubleshoot and identify the root cause of system technical issues and recommend solutions to prevent future occurrences. Participate in system upgrades, analysis of labor and benefit implementation, and complex troubleshooting.
• Provide strategic and financial planning support: Support the district strategic financial, business and budget planning cycle processes through advanced knowledge of performance management methodologies and project management. Lead District budget team in developing labor, non-labor and benefits targets methodologies and risk mitigation. Promote fiscal responsibilities by providing sound budget and strategic planning analysis and advice.
• Identifies, analyzes, and monitors issues that affect profitability, growth, and productivity: Provide high level analysis of long-term district initiatives in support of the fiscal growth of the District. Develop, enhance, and operate various predictive economic, budget and financial forecasts, in particular the budget module, Capital, and Operations and Maintenance forecasts. Provide competitive intelligence, through interpretation and dissemination of financial news and trends in the power industry and human resources related labor and benefits. Develop financial knowledge at all organizational levels communicated though frequent contact with executives, board members, and district personnel. Utilize computer application knowledge and database and data warehouse design to assess, coordinate and facilitate the data informational structures that support the long-term goals of the district.
