Title: Workforce Training and Regulatory Compliance Manager
Responsible to: Chief Administrator Officer
General Description of Duties and Responsibilities:
The Workforce Training and Regulatory Compliance Manager oversees the design, planning, and implementation of training programs for all levels of staff, aligned with the mission, objectives, and strategy of the organization. This position partners with subject matter experts across the organization to create and update training programs, collaborating with leadership to assess ongoing and future training needs as well as the effectiveness of established programs. This position oversees and maintains agency-wide training, compliance, and quality standards by tracking requirements and performance in accordance with Office of Developmental Programs guidelines.
Reporting to the CAO, this position's primary responsibility is ensuring training and compliance effectiveness. The ideal person enjoys teaching and learning. He/she believes everyone learns differently and possesses the patience to help new staff navigate challenges (ex: language barriers and reading comprehension).
Responsibilities:
Training and Development:
· Overseeing New Hire and employee’s competency-based testing, and ongoing credentialing (e.g., Medication Administration, CPR/First Aid, Therap and MANDT).
· Responsible for ensuring medication administration observations and renewal training is completed.
· Develop curricula for direct care support staff, supervisor, program managers, and program specialist training needs according to the state and county regulations requirements.
· Develop and expand external opportunities.
· Responsible for making sure all agency staff and administrative team receive the required annual training timely and documented in the Bamboo system.
· Responsible for ensuring that all staff are NADSP trained. Maintain the required purchased seats and communication with NADSP leadership,
· Responsible for reviewing training tools, processes, and making solid business decisions to ensure the training information meets the state, and county regulations requirements.
· Responsible for coordinating standardized training materials across the agency in all regions for agency consistency.
· Responsible for obtaining and tracking regulation updates for the 6100, 6400, and 3800, and making sure all staff personnel are aware of the updates.
· Must be extremely organized, timely and use AI tools to maintain tracking and compliance.
· Participating in the development of offsite training content for leadership retreats and events. Training, coaching managers, supervisors, in all regions remotely or in person as needed.
· Responsible for outlining the Agency’s plan and organizing and tracking the agency’s company-wide training and compliance. Making sure the agency meets the requirements, and setting the calendars and milestones, as well as tracking and reporting on progress and upcoming deadlines.
· Responsible for making sure that all key players are updated on all training and compliances.
· Provide remedial training when needed. Demonstrate patience and understanding with staff that may have a learning deficit.
Regulatory Compliance:
· Keeping the residential facilities fully compliant with state and local mandates (such as PA Code Chapters 6100, 6400, and 3800). This involves auditing staff files, managing annual licensing requirements, and implementing state-driven policy changes.
· Assessing status of training compliance and informing with action items on a routine basis.
● Improving the agency compliance standards by collaborating with programming and developing a solid compliance program with sustainability.
● Thorough understanding of how compliance impacts the agency’s quality of care and delivery of services.

Qualifications
● Master’s degree in human resources, Training, Communications and at least 3 years in supervisory and training experience or bachelor’s and at least 5 years’ experience of supervisory and training. Master’s Degree preferred.
● Training experience.
● Medication Administration train the trainer certified.
● First Aid/CPR certified.
● MANDT certified.
● Certified Investigator.
