Ryan Construction is currently seeking an experienced Marine Barge Forman that possesses extensive experience in heavy marine construction, marine equipment operations, pile driving techniques, waterfront construction practices, and leadership of marine crews in active commercial, industrial, military, and port environments.
The Marine Barge Foreman is responsible for the safe, efficient, and productive execution of marine construction operations involving pile driving, fender system installation, sheet pile installation, dock and wharf construction, dredging support activities, and related waterfront infrastructure projects. The Foreman supervises barge crews, equipment operators, pile driving crews, deckhands, and laborers while coordinating daily marine construction activities to ensure projects are completed safely, on schedule, within budget, and in accordance with project specifications.
Essential Duties and Responsibilities

Direct and supervise daily marine construction activities aboard crane barges, pile driving barges, spud barges, material barges, and support vessels.

Coordinate pile driving, fender installation, sheet pile installation, mooring dolphin construction, dock repairs, and waterfront improvements.

Plan daily work assignments and ensure efficient utilization of personnel, equipment, and materials.

Conduct pretask planning meetings and daily safety briefings.

Monitor project productivity and implement corrective actions to maintain schedule requirements.

Coordinate barge movements, positioning, anchoring, spudding, and vessel logistics.
-
Work closely with Marine Superintendents, Project Managers, Engineers, Surveyors, and Clients.
Pile Driving & Marine Construction
-
Supervise timber, steel, concrete, pipe, Hpile, and composite pile installation operations.
-
Oversee installation of steel sheet piling, bulkheads, retaining structures, and cofferdams.
-
Direct installation and repair of marine fender systems, mooring hardware, bollards, and associated waterfront structures.

Verify pile locations, elevations, alignments, and penetration requirements.
-
Ensure work is performed in accordance with contract plans, specifications, and quality standards.

Coordinate underwater and overwater construction activities with divers and specialty subcontractors when required.

Supervise and mentor marine construction crews ranging from525 personnel.

Assign responsibilities and monitor crew performance.

Train employees in safe work practices, equipment operation, and company procedures.

Foster a culture of teamwork, accountability, and safety.

Participate in employee evaluations and workforce development initiatives.

Enforce company safety policies, USACE EM 38511requirements, OSHA regulations, and maritime safety standards.

Conduct Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and toolbox talks.

Ensure compliance with Coast Guard, Port Authority, Navy, and environmental regulations.

Identify and mitigate workplace hazards.

Investigate incidents, near misses, and safety concerns.

Conduct daily equipment inspections and ensure deficiencies are promptly addressed.

Coordinate repairs and preventive maintenance with equipment management personnel.

Complete daily reports, production logs, equipment reports, and safety documentation.

Track labor hours, material usage, and equipment utilization.

Review project drawings, specifications, and work plans.

Coordinate material deliveries and inventory management.

Participate in project planning and scheduling meetings.

High school diploma or GED required.
-
Minimum 510 years of heavy marine construction experience.

Minimum 3 years of supervisory or foreman experience in marine construction operations.

Demonstrated experience with pile driving, sheet pile installation, and marine structure construction.

Ability to read and interpret engineering drawings, plans, and specifications.

Strong understanding of waterfront construction methods and equipment.
-
Working knowledge of OSHA and maritime safety requirements.

Valid driver's license with acceptable driving record.

Ability to obtain and maintain access to military installations and secure facilities.

Experience working on U.S. Navy, Army Corps of Engineers, Port Authority, or commercial marine projects.

USACE EM 38511 training.

OSHA 30Hour Construction Certification.

First Aid/CPR Certification.

Rigging and Signal Person Certification.

TWIC Card.

Work is performed primarily on marine construction sites throughout Hampton Roads and surrounding coastal regions, including ports, shipyards, naval facilities, terminals, bridges, waterfront structures, and industrial marine facilities. The position regularly involves working from barges, floating equipment, vessels, docks, and over-water structures in active maritime environments.
Salary Range: $82,000 - $110,000 Annually (Based on qualifications and experience)
