VCI is currently seeking an onsite full-time an experienced Project Manager (PM) to provide project management support for a major Facility Recapitalization program at the Richmond VA Medical Center. The PM will serve as the onsite lead, partnering closely with the Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC), and the Contracting Officer Representative (COR) to manage all professional and technical services associated with the VA design and construction delivery process.
Required Qualification:
- YEARS OF EXPERIENCE: Minimum 15 years of experience in Project Management, Design, Engineering and Construction Management for Large Capital Projects/Programs
- Bachelor’s degree in construction management, engineering, or architecture from an accredited university
- Project Management Professional (PMP) or Certified Construction Manager (CCM)
- Be able to pass a background check that includes validation of at least 3 years living in the US[AE1.1].
- Eligible to work in the US.
- Have a valid driver’s license.
Preferred Qualifications:
- Owner’s representative experience for the federal government
- Design and construction management experience for medical facilities over $30M+
Other Skills and Knowledge:
- Provide full spectrum project management support across the VA design and construction lifecycle.
- Coordinate efforts among VISN leadership, Health Care System staff, building occupants, architect engineers, and construction contractors.
- Represent the VA professionally and deliver sound management advice on project schedule, budget, risks, and performance.
- Anticipate and mitigate issues to prevent delays, disputes, and claims; proactively resolve conflicts and keep Government stakeholders informed.
- Ensure all work complies with applicable codes, regulations, technical requirements, standards, and contract documents.
- Facilitate, lead, and document all project meetings; maintain clear communication with stakeholders and integrated project teams.
- Continuously review and monitor project schedules, identify critical path items, and provide recommendations to accelerate progress when appropriate.
- Manage construction administration documentation, project correspondence, and as built records.
- Conduct reviews of submittals, design packages, contractor proposals, and cost estimates.
- Develop and maintain required PM deliverables, including:
- Project Management Plan (communication, schedule, QA, and risk management components)
- Technical evaluations and design reviews
- Project Tracking Reports in VHA Capital Assets systems
- Basic knowledge of all engineering disciplines for hospital construction.
- Strong verbal communication skills to brief owner during project update briefings.
- Strong organizational skills to track projects, prepare meeting minutes, and meet required deadlines.
- Most work will be completed during normal business with occasional night, holiday, and weekend required.
- Must be able to communicate fluently in English.
- Must be familiar with and able to use the Microsoft Suite of Services, including Teams, Word, Outlook, SharePoint, and basic Excel skills.
- Must be able to work in all weather conditions, wear appropriate Personal Protective Equipment, walk long distances on rough and uneven surfaces, stand for long periods, lift construction materials to access inspections, climb ladders and scaffolding, and navigate typical civil construction site obstacles.
