Digital Engineering Lead – Windchill PLM, Digital Twin & Creo Transformation (DoD/Navy)
Position Summary
We are seeking a Digital Engineering Lead with primary expertise in Digital Engineering transformation, Product Lifecycle Management (PLM), and Model-Based Engineering. This is not a general engineering role for someone who has occasionally used PLM tools, but a role for a skilled artisan in facilitating digital product lifecycle transformation.
The Digital Engineering Lead serves as the strategic and technical visionary responsible for driving the implementation of a fully defined engineering product as the Authoritative Source of Truth within PTC Windchill PLM and PTC Creo Parametric environments. This role establishes a single, traceable Digital Thread and Digital Twin architecture that eliminates fragmented data sources, redundant data entry, and disconnected processes. The position synchronizes engineering artifacts with downstream ERP, MES, EAM, and manufacturing systems to deliver improved product fidelity, real-time traceability, and accelerated lifecycle outcomes for complex naval systems.
This is a hands-on leadership role that requires deep technical mastery of Creo Parametric and Windchill PLM, combined with proven experience leading digital engineering and digital transformation initiatives in defense environments.
Key Responsibilities
- Lead enterprise-level Digital Engineering Transformation initiatives, shifting from 2D drawing-centric processes to a 3D model-centric, Windchill-managed Authoritative Source of Truth.
- Architect, and then lead a team to implement integrated MCAD/PLM solutions using PTC Creo Parametric as the core tool, with interoperability across multiple CAD platforms and full integration of MCAD, ECAD, and Windchill PLM (including cable/harness design, top-down design, interference checking, and configure-to-order processes).
- Establish and maintain Windchill PLM as the single Authoritative Source of Truth for all engineering artifacts, including 3D models, BOMs, technical data packages, and product structures. Drive BOM transformation (E-BOM → M-BOM, S-BOM, etc.) with full traceability.
- Design and execute robust configuration and change management workflows in Windchill (ECPs, ECNs, Initial Release, Document Release, Deviations) with real-time traceability and impact analysis.
- Leverage the digital engineering product definition to optimize downstream processes and synchronize with ERP, MES, EAM, and IIoT systems. Support production of Technical Data Packages (TDPs) per MIL-DTL-31000.
- Lead pilot projects and advanced capabilities, including Augmented Reality (AR/Vuforia) work instructions, Creo View deployment, Windchill modules (PDMLink, MPMLink, Arbortext), and Modeling & Simulation (M&S) integration.
- Develop libraries, templates, Standard Operating Procedures (SOPs), and training programs for government and contractor personnel on Windchill, Creo, and digital engineering best practices.
- Brief senior stakeholders (PEO IWS, Maritime Industrial Base, PEO MLB) on Digital Twin and Digital Thread concepts and drive continuous improvement of the digital engineering ecosystem.
- Ensure compliance with DoD Instruction 5000.97 Digital Engineering, ASME/ANSI standards, GD&T, and DoD/DoN digital engineering strategies.
- Provide technical leadership and guidance to cross-functional modeling, design, and drafting teams while enforcing native CAD best practices and minimizing errors.
Required Qualifications
- Primary expertise in Digital Engineering, Product Lifecycle Management (PLM), Digital Twin, and Digital Thread architectures — this is a core requirement, not a secondary skill.
- Expert-level proficiency in PTC Windchill PLM (PDMLink, MPMLink, configuration management, workflows, BOM management, and Digital Thread implementation).
- Expert-level proficiency in PTC Creo Parametric (feature-based 3D solid modeling, harness/piping design, drawing automation, and multi-CAD interoperability).
- Proven track record of leading Digital Engineering transformation initiatives that established Windchill as the Authoritative Source of Truth and delivered measurable improvements in engineering and downstream processes.
- Demonstrated experience on DoD or Navy programs, including familiarity with ECP/ECN processes, MIL-STD/MIL-DTL requirements, and digital engineering strategies.
- Strong working knowledge of Modeling & Simulation (M&S) concepts and their integration into PLM environments.
- Experience with Creo View, Vuforia AR, and complementary tools (SolidWorks, Solid Edge, NX, Altium).
- U.S. Citizenship required.
- Ability to obtain and maintain a DoD Secret security clearance.
Preferred Qualifications
- Active DoD Secret security clearance.
- PTC Creo and/or Windchill certifications.
- Experience briefing PEO-level stakeholders and leading multi-disciplinary digital transformation teams.
- Knowledge of DoD Instruction 5000.97, the Eight Pillars of Integrated Digital Resources, and NAVSEA digital engineering initiatives.
- Prior experience in RDT&E or government-contractor environments supporting digital engineering programs.
Education & Certifications:
- Bachelor’s degree (required) or Master’s degree (preferred) in Mechanical Engineering, Electrical Engineering, Systems Engineering, or related technical field.
- PTC Creo and/or Windchill certifications highly desired.
- Active or ability to obtain Secret security clearance.
