I observed organizational inertia, as well as problematic employees, that contributed to an unnecessarily high work load. Attention is paid to very small (possible insignificant) problems, but larger issues tend to be ignored.
In addition, many people prefer to work overtime, seemingly relying on it for financial stability, so there was no incentive to complete the work on time. This resulted in OT being assigned to everyone in the cell.
Overtime was scheduled when the company placed orders that were impossible to fill with the people power available to them, as well as when people failed to work efficiently. I think this was partly due to morale being low. Everyone I interacted with was under the impression that there was no chance for promotion or appreciable raises.
