Dental Insurance

I have yet to use it, so I'm unsure of the difficulty finding an in network doctor, but I pay for myself and my spouse and a marriage certificate isn't sufficient enough to get coverage for my spouse, I must also submit taxes for the prior year (due to our circumstances, we weren't required to file taxes last year, and nothing else is acceptable - how is it they still take the money, but won't cover my spouses dental?)
