Although the last year I was there, they started coaching all managers to differentiate talent with bonus allocations in more extreme categories. Managers were required to designate fully successful (mid-tier) employees into either low tier or top tier performance buckets.

Tight budgets have really reduced this and it is not always offered. Very subjective. If your manager does not like you, you may not get anything at all. Even if you did a bang up job. Otherwise they do offer.
