Capital One has a very mobile work environment with flexible hours. Depending on the department you work in, this includes the ability to periodically work from home. Most supervisors are totally fine with allowing employees to work from home when necessary as long as the work gets done. Unlike my prior employer, there is no formal work from home agreement but the flexibility to do so is totally there.

Working from home is flexible

depends on the role you have, I know a couple of folks that work from home full time, I personally could not in my role. However because I am a salary associate and do not have any direct reports I have flexibility to work from home when needed.
