There is constant flow of internal training opportunities. However, your department budget is used to pay, hence your manager must approve internal charge-back. It's usually easy to get approved as long as there is some relationship to your responsibilities. You can also get approved for 3rd party training; I was never denied.

There are a few attempts here and there, but more likely than not, you'll get lost in the crowd. There are courses one can take, but they cost $$$, and managers are not always inclined to pay for them, understandably.
