Professional development is self-driven. You can make use of certification vouchers, but these have slimmed down a bit and you have to prove the value of your certification to the field you work in.

Programs are disconnected from workers, and workers don't even know about all the programs available, or even understand or care that they exist. Management doesn't even know when a program is supposed to be mandatory or not. It is disjointed across the company.
