If you are a 30-50 year old white male or female your limited in everything in the Federal Government. All the hiring, promotions and so forth are based on quota to fill (Race, Veteran, Disabled) v. experience/education -- that being said, a lot of promotions are provided based on how well you are liked, how long you've been with the agency. I've found that a lot of management positions are occupied by individuals that probably couldn't walk/talk and chew gum at the same time. As for diversity, it's alive and well publicly but behind closed doors is another story altogether.
