FEMA Training is based solely on attendance. If you sit or sleep through a training session, you are certified.
Training and certification are ignored for work assignments. FEMA used the "any warm body" method to make job assignments.

The best was that temp employee are still given access to training onsite and online. The worse was that some of the training I wanted was only available through the EMI for FEMA employees.
