Oracle is very good a volunteer time off

Did not experience the need for this.

After asking HR, my managers, and the volunteering aliases. All volunteering is expected to take place on your own time. Therefore there is no benefit. You can still track your time so that Oracle can look good from a corporate level, however, they are not providing a benefit to employees.

After asking HR, my managers, and the volunteering aliases, I do not see how to use this "80 hours" of volunteer time off. All volunteering is expected to take place on your own time, not during work hours. Therefore there is no benefit.
