Usually, depends on the management chain. There is a big process to get reimbursed for work from home costs like internet connection and it is rarely approved.

Most managers were very flexible with the work from home policy. As long as you got your job done and you let your team know that you were working from home it was fine. Some people had specific days that they worked from home every week.
