PD is offered for nearly every rank advancement. There is a verbal push for attendance, however units are still very reluctant to send soldiers based on the cost against the unit's budget and the loss of the soldier for the required time period. This negative aspect of the PD program (lack of unit support to service member) has resulted in failed promotions for many service members and consequently mandatory separation from service.

It is the same as the Job Training except that the development is little farther along. It has specific 'gates' to meet for each level is so generic in nature that is does very little to affect one's specific job professional responsibilities.

Professional development is the responsibility of one's superiors, which means it can be hit or miss. Some senior officers do a great job mentoring and developing subordinates, some are more concerned with their own careers and unable/unwilling to do much to develop anyone who is outside their branch.
