There is arguably too much opportunity for professional development. Some people do that instead of work.

Every advancement comes with a mandatory leadership course designed for your level.

The better "professional development" is only provided to people who have expendable time and otherwise dodge work, or who are simply staying in the navy. If you plan on getting out, you're immediately disqualified in the eyes of your leadership, even if you still have right to the same programs by elegibility.
