ArcelorMittal Scheduler interview questions

I applied through their Human Resource Department I was given a phone interview, along with multiple other candidates This phone interview was basically telling me what the job and contract terms were and asking when I was available to in person interview, as well as a Start Date I was called back saying I was granted an interview along with one other person I then did not hear from the person via a returned call or a response to either email I sent I got in touch with the original Human Resource Officer and the next day I was called from the hiring person to say that the other candidate was called to set up an interview as well, and their response was "either hire me now or I am going elsewhere" in which the hiring agent HIRED THEM If you have 2 candidates after the first round of phone interviews that are similar enough that you need a second round of interviews, this time in person, why would you allow one of them to strong arm you? I would expect a hiring agent to say "well, I thank you for your time and good luck with your other choice" and hire the person who DID NOT strong arm them
