Axiom Staffing Software Engineer interview questions

I spoke with the screener on the phone shortly after I submitted my resume. I felt he was upfront and friendly. However- when the issue came to pay- he was not forthright. He indicated that If I was a permanent I would be making one salary- and a contractor making the equivalent. I guess it happens- but it is not usual in my field. Contracting usually makes more because you are specialized. He asked me in an email that night what the lowest I would work for as a contractor. I indicated the value- based on our conversation earlier that day. He comes back to me and says no- it would be the original value and no extra room. What is the point of asking me what I would accept- if you have no room to offer a different salary? I don't feel this person acted in good faith.
