Interview was very good. Questions on software development and recent tools were asked. Basic knowledge and understanding was tested. The interviewers were very friendly and approachable. Initially I was nervous but as time went I got more comfortable. I was deeply satisfied by the process

Interview
I was interviewed in bureau veritas on 13th and 16th July 2018. The interview was a little difficult. After that i had received a call from HR that i have been selected. She asked me about my expectation. I gave her a range of 7.0-8.0 lpa. She replied that they can give me maximum 7.0 lpa and my first appraisal will be in 2020. I agreed to that. But it has been two months, i haven't received any offer letter. Whenever, i had visited them, they said that it is in the process of approval. Whenever i called them, neither it was answered nor i had received any call back from them. After sending them multiple emails, i had received one mail stating that they had informed me that they have already informed me that they haven't got approval for my hiring because of my high salary expectations which is out of their budget.
Is this really a professional behaviour?
Firstly, being a HR of the company they should be easily reachable and should not lie.
Since a person invest his/her time and efforts for the interview, he/she is entitled to know about the result.
These types of HR really need to understand that others time is also precious.
