They called me the day before my scheduled phone interview and asked to reschedule for a later time on the same day. I rescheduled, they called me 30 minutes after the rescheduled time and gave me an interview. I was asked to come in for a face-to-face interview, which is the next step. So I am not sure rescheduling is automatic failure.
