ICF Account Manager interview questions

I had submitted my application online for an Account Manager position and within a week was contacted by a Senior Recruiter. We set up a time for a phone screen which I thought went well. The recruiter mentioned he'd like to set up a time for me to speak with the Hiring Manager. I waited a week before following up with him via email and didnt hear, I left a message and still no word. Two weeks later, I decided to stop wasting time and focus my efforts elsewhere. I thought the lack of communication was unprofessional, especially after he mentioned I'd be hearing from him.
