Absolutely terrible. Interviewed in late May and got an offer pretty quickly. They wanted me to start the next week, so I quit my current role with less than two weeks notice. The Friday before my start date, they told me they were delayed in processing my background check, and said they needed my W-2s from my part time job in college (a job a had 7 years ago). I sent them the W-2s immediately. Come the next Friday, they told me they were once again delaying my start date due to issues with their onboarding process. This repeatedly happened, so I began applying for new roles. I interviewed for a new role, waiting for the hiring manager to come back, then got an offer and a start date without starting at ICF the entire time. In total, they delayed my start date 7 weeks and I rescinded my offer. Highly recommend you do not quit your current role until you are cleared for their onboarding process.
