Leoforce Senior Implementation Project Manager interview questions

I applied online. A recruiter reached out to me about a phone screen. They were several minutes late for the phone screen, and sounded out of breath or annoyed to be taking a call. I only talked to her for about 10 minutes and she said I would be going on to the next round. A week later I had to follow up twice and she said they were moving forward with other candidates. I think it is a recruiter's responsibility to be communicative and transparent with candidates - I do not care about not moving forward, but it was a negative experience and bad form for the company.
