There was no recruiter screen. The Hiring Manager set up a panel interview between two of their team members and myself. We introduced ourselves, described our backgrounds, and I was asked five Common Language of Leadership (CLL) behavioral questions. The weird part is Optum's Talent Acquisition requesting feedback for their recruiter who has been radio silent throughout this entire process.
