I went to the end of the interview and provided references but was not selected. I was given reasons but it seemed like they knew early on that I would not get the position

Interviews/hiring it solely on the program itself i.e. program management and PI/PD, depending on how new the program is - it feels like start up culture. The program determines the amount of interviews/process.
