Rakuten interview questions

Contacted on LinkedIn. Said they were looking to discuss career options. I said ok and they told me to do a preliminary Codility test. Then we arranged a schedule for the meeting. They didn't ask much and I supposed they didn't speak English that much either. Interestingly they let me ask questions which took more time than then interview itself. I think I asked a sensitive question about who was responsible for the front page (which we know is messy). The situation became pretty awkward when they said "nobody". Apparently they just divide slots on that page among departments.The so many smartphone apps available in Play Store were also a product of a similar policy: they just do because others do it, not because users need it. I think I asked them if they counted in users' perspective but needless to say, it was not appreciated.

The entire process took 11 weeks. I applied sending my resume via the Rakuten career web page; after 6 days I got an email where I was invited to attend the first video interview. The first interview it's a typical HR one with some already knew recorded questions (they told me before the question by email), and they also asked me to fill in an online questionnaire with more HR questions. 10 days later the first interview they contacted by email telling me I was selected for the first technical interview and we were able to arrange it after 24 days by Skype. The technical interview was not so difficult we talked about experience and general topic. After one week by email they confirmed their interest in my profile, but since I'm not English mother tongue they asked me if I had ever taken an English certification and since I don't have any certification they asked me if I could take one straight away. Since they seemed interested in me, and also because I thought that it could be nice for my CV, I decided to take the TOEIC studying one week and of course at my expense. I got more than the minimum level requested by Rakuten (800) and then we could arrange the second technical interview with an IT executive manager again by Skype. Also in this case the questions were general technical questions but he asked me some statistical questions not included in the job description, just to test my ability to solve problem. After one week I got an email where they said that they were not able to further consider my candidacy.
