I applied through an employee referral. The process took 4 weeks. I interviewed at Sutherland

Very baffling and frustrating. I was interviewed by the executive recruiter, followed by the hiring manager after which I was supposed to talk to the Country Head. The interview was cancelled 3 mins before the scheduled time because of an emergency.
Recruiter then called me 3 days later and told me that a VP will talk to me instead. This was again cancelled an hour before the schedule. I decided to then tell the recruiter thanks but no thanks.
A week later, the hiring manager talked to me to apologize and convince me to continue the process. I then agreed, after which I eventually talked to the VP.
One week later, the recruiter called me to say that I'm hired and I should expect an offer soon. But there is a catch. The original job title was downgraded because of a recent reengineering project. I was disappointed but said I will decide once I see the offer.
Again, they asked to talk to me. This time, I talked to the boss of the hiring manager to explain the downgrading and how it won't affect me. He didn't try to convince me but said that ultimately, it's my decision. We ended the meeting on a cordial note.
And then?
Radio silence.
No word from anyone at all.
