I was contacted by the corporate recruiter as the first step in the process before moving to interview with the hiring manager. I was told they try to promote internally first. Not sure why they interviewed me then.

We have you fill out an app. We will review the app. Contact the person after reviewing. At that time we will call the individual and have them come in for an interview. If we approve they will be sent in for a drug test and back ground check. If all passes we will make them an offer.
