"Describe a time when..." was about the start of nearly EVERY question every interviewer had. It was canned from a list of questions they were "allowed" to ask. It was highly artificial. The only deviation from the plan (saving grace) was from their legal counsel, who was very pleasant to talk to and asked relevant questions pertaining to the role. Naturally, I likely wouldn't have worked with her much, but her input on the company was valuable.
