Pros

Smart and creative colleagues. Job security. Work-life balance. Hybrid telework. Good benefits. Can move around the agency.

Cons

Pay isn’t competitive with market. Hard to get promoted. Easy to get pigeonholed into roles and specializations. Some colleagues are too laid back. Very political. Very bureaucratic and there are often 8+ levels of review on simple matters. Slow.

Pros

The people at the FCC are great. Sharing, collaboration, and helping colleagues is engrained in the culture of the FCC. One of the best telework policies in the Federal Government. Union is strong, and as a result employees are treated fairly when they pull their weight. Agency encourages education and you can earn a Master's degree in Engineering tuition free which is huge. Every employee gets a minimum of $2,000 a year toward higher education courses, not competitive with private industry or NASA, but in a landscape where most federal agencies give $0, it is something. The work life balance is acceptable. There are more promotions from within to higher grades 13/14/15 than utilizing external hires. The FCC seems to promote from within when they have the expertise in house to do so. The healthiest federal agency in terms of culture I have ever worked at.

Cons

The IT infrastructure is horrible, to the point where it is amazing the Inspector General has not intervened. They implemented a new timecard system, Paycheck 8, which cannot accurately track employee sick time, leave, or vacation. There are IT systems which use components 10 years past end of life. If you can tolerate the significant impairment not having reliable IT systems will have on your ability to work efficiently, it is a great agency. Do not ever accept a term (temporary appointment) with the FCC. While such appointments are frequently converted to full time positions, HR will not offer any of the traditional flexibilities such as leave credits, step exceptions, signing bonuses, tuition reimbursement, salary matching, etc. to anyone serving on a term position. They will have you over a barrel and will not negotiate. If you accept a term position, apply to other agencies for a more lucrative permanent offer before your term expires. Do not expect a competitive offer, expect to be lowballed.
