Bureaucratic. Operations staff in D.C. micromanages and scrutinizes everything. Not completely their fault though, "the network" otherwise known at FreedomPartners (who are really in charge) puts a lot a pressure on them to perform. What's so disappointing is that their mission/vision are great but "the network" forces them to do things that are outside the scope and it damages their brand and reputation. Lastly, no one at LIBRE has corporate or business experience (most in leadership are from government or political parties) so operations aren't fluid and frustrating to navigate.
