Might as well and say the max out of pocket is part of the deducible, and only one plan is available.

Only offer HSA plan which is difficult when you have children. In order to have enough in your HSA account to cover all the out of pocket costs means smaller paychecks yet on the other hand if you have too little taken out, you have to come up with the additional cost. They should offer both HSA plans as well as higher premier insurance with better coverage.
