I applied through a recruiter. I interviewed at CEI (Philadelphia, PA) in Apr 2017
Interview
This company hires contract developers for a leading company in the telecom industry. I was fortunately to get a very honest recruiter... he explained to me they often stack "back fill" clients, in the event that current working contractors quit. Apparently, there is a very high turn over rate in this industry of technical works.
I am not an H-1B, but I asked about the process. They normally don't take H-1B directly, but if you are an H-1B candidate, you can get around some laws by setting up your own company. When companies directly sponsor H-1B candidates, they must pay them a competitive rate, and they must pay them between contracts. Otherwise, the H-1B candidate has to leave the county. However, if the H-1B candidate starts their own company (LLC or S-Corp), they can get around these two issues.
CEI was very helpful explaining how candidates can avoid legal issues. It helps everyone, the telecom industry doesn't have to apply or list the H-1B, and they are fee from federal over site. CEI, is also able to say they don't direct work with H-1B either, hence, they are working through a company proxy.
