ComPsych Software Engineer interview questions

I applied online got a call from HR, he seemed having a paper with a bunch of questions on it and started asking them, then I never heard from him. I inquired then he said the manager decide on other candidates, it seems like this HR guy did not have a clue of what they were looking for, even though the description for the the role I applied for matched my skills to some extent. He couldn't not elaborate why they are moving forward with other candidates, he think if his standards are low, the rest of the people would adhere to them, that's wrong!!!
