Standard process - met with key stakeholders in the marketing department, along with division president during the interview process. Decent interview length and open to talking about the company culture

For their subsidiary, Roofing Corp of America. The recruiter signed me up for a slot and the hiring manager didn't show up. Recruiter also lied about company benefits. Second interview: hiring manager shows up, can tell he hasn't done many interviews (no big deal). Third interview was with COO. Very sterile in demeanor, asked me all the same questions as previous interview. Clearly didn't know much about the role he was hiring. Focused more on "what else can you bring the company?" Seemed like an odd question as it was a technical role. Didn't hear back for weeks. Emailed recruiter. No response. Finally the hiring manager emails back that I'm still being considered, I reply "great what's next?" He essentially replies "we change our mind. We chose another candidate." COO never replied to any emails. Did some research and found the hiring manager had the same technical experience as me, and even less experience in an office setting (he worked a sandwich shop during part of my professional tenure). They are a nameless, faceless corporation full of bureaucrats.
