Panel, a decent process with mix of some technical questions and a majority of work ethic, experience, personality. They believe the tech skills can be trained but the personality and ethic cannot. If you interview with certain directors in the final interview/approval you may be disappointed with a bit of nepotism and a lack of any respect or interest in other candidates while being reviewed. Fortunately, there's only a couple/few of these directors and frankly you likely won't want to work under them anyway.
