Mission TWIA’s mission is to efficiently provide essential property insurance products and services for eligible Texas policyholders when no one else will. Our vision is to be respected and trusted by all our stakeholders, and our core values are the foundation of the Association’s operations, decisions and actions.
Description The Texas Windstorm Insurance Association (TWIA) was established by the Texas Legislature in 1971 in response to regional market conditions following Hurricane Celia in August 1970. TWIA's purpose is to provide windstorm and hail insurance in the Texas seacoast. TWIA is governed by Chapter 2210 of the Insurance Code (Chapter 2210).

TWIA is a residual insurer of last resort and is not a direct competitor in the voluntary insurance market. The company is a pool of all property/casualty insurers that are authorized to write such policies in the state of Texas. The association saw its policyholders triple to hundreds of thousands following Hurricanes Katrina, Rita, and Ike.
