If you work at Deloitte, you're likely working with clients. Therefore, it's the client's expectations and needs that determine if you can WFH, not Deloitte's decision. If the client is cool with it, then Deloitte is OK with where you do your work. Deloitte (Wash DC) does not provide each person a desk (Hoteling only and there is never a desk free). If you prefer to work from the office then you're usually screwed.
